Build the direct cost
Calculate labor hours and burden, materials, freight, equipment, travel, permits, subcontractors, disposal, testing, and other scope-specific costs.
Allocate overhead and compliance
Include estimating, supervision, accounting, insurance, software, vehicles, office expense, reporting, certified payroll, background checks, bonds, and quality control where applicable.
Price uncertainty deliberately
Document assumptions, quote expirations, escalation exposure, schedule risk, payment timing, retainage, warranty, and contingency. Add profit only after the complete cost and risk picture is visible.
Official sources and next steps
Always read the current official notice and amendments before relying on dates, eligibility, scope, or submission instructions.
