Government Bid-Readiness Checklist for Small Businesses

Finding an opportunity is not the same as being ready to perform it. A readiness review should happen before the company spends substantial time on pricing or a proposal.

Registration and identity

Confirm the legal business name, EIN, banking, active registrations, UEI when federal work applies, vendor profiles, licenses, insurance, and accurate contact information.

Operational capacity

Confirm staffing, equipment, suppliers, subcontractors, service area, schedule, quality control, and a backup plan for disruptions.

Financial capacity

Model deposits, payroll, materials, taxes, insurance, bonding, retainage, invoicing, and the wait for payment. Do not rely on an award to solve pre-award financing gaps.
